Iowa 'Positive Test Results' issue resolved #3758

Hello all,

We are pleased to report that we have been successful in pulling county-level data for 'individuals tested positive' from the Iowa COVID-19 dashboard. Using concurrent news reporting and our own resources, we have also been able to push a back distribution of the 'individuals tested positive' at the county-level for the previous days that have been incorrectly using this 'Positive Tests' value. The one violation of this will be February 20, for which we were only able to report new cases at the state level. These have been distributed to our Unassigned, Iowa entry for that day.
