State of New York, US potentially backlogged cases (csse_covid_19_daily_reports_us)

Hi all,

The state of New York, US today shows a significant increase of confirmed cases (see below):

This might be related to #3859. I did not find any release notes during a quick search.

The NYS dashboard currently reports a lower number of total positive cases than does JHU's data set: https://covid19tracker.health.ny.gov/views/NYS-COVID19-Tracker/NYSDOHCOVID-19Tracker-Map?%3Aembed=yes&%3Atoolbar=no&%3Atabs=n

Governor Andrew Cuomo change these daily numbers on a regular basis. He control their system from Health Department website. Here’s link to correct numbers. The covid-19 tracker incorrect numbers. https://www.worldometers.info/coronavirus/usa/new-york/
