Inflated high "deaths" data for Tokyo on July 28th in Statistics #4459

The "deaths" data for Tokyo on July 28th is incorrect since it shows 23 deaths but a different number has been reported by other sources.

As per other sources, these source are for Japan overall but still the deaths are 15 or 14 as per them, No matter what other news, national homepages, or Tokyo homepages you see, there is no number of 23 people.
