People Tested Outlier for Alabama and Puerto Rico in September #4709

Puerto Rico people tested raised from 415664 to 2791564 on September 17 2021. Alabama people tested raised from 2756534 to 5735584 on September 24 2021. Even though number of people tested have not been changed for several months, the increased number is still large. Also, if the new numbers are correct, is there any way to backfill revised data? For the USA, JHU produces daily testing time series where they explain that states often backfill previous incomplete (or erroneous) data which gets reflected in this file.
