Number of confirmed cases are wrong for France #847

On the 12th of March, there were 2876 confirmed cases in France. On the 15th of March, there were 5423 confirmed cases in France.

The other numbers are correct.

same issue than #816 for 15th , for 12th general issue but with no correction for the moment Caution there are multiple lines for France in the dataset and even some territories remain badly aggregated (see #815)
