Update officer permissions daily

Adds a daily cron job for updating permissions.

Uses the github API & small refactoring of some of the methods.

TODO:

• [x] add support for the google API in another PR & use it
• [ ] add an issue for the email module & errors / warnings
• [ ] manually test the cron jobs on the server with mock implementations
