Add caching layer for parcels #13

Cache the parcel and crop type service in PG for faster runs at large scale.

@ncparker the first pass at this has been implemented. There are a couple things I still need to tweak, but overall MUCH faster... 200km run in under 90 seconds.

Weekly/Monthly process for updating this, but as the data is mostly static at this point, tabling that for now.
