Expand the Crop types selector at any given location. #10

When the user selects a location, they are given access only to the crops that currently have budgets for that region. For editing capabilities, it would be nice to have a complete list of crops, maybe to begin a new budget. Maybe these can be in grey below the other crops?

New version has standard text search and filter style interface. Listing all available crop types in filters.
