Postgresql Interface to Farm Budget Application.

We are going to investigate creating a set of SWAP ready data for Josue to run for the AHB region. To that end, we need to develop a set of input parameters that draw upon the work Justin has done with the Crop Budgets. As a proof of concept, we need to create a labor price and water price, and land-rent maps of the AHB region. Justin needs to coordinate with quinn on moving his toolset into the Postgres fold.
