Create an apache configuration file for the new wms.cgi #65

The updated system will have two entry points for users, one based on the old system, and one based on the new data. This requires a new setup for apache, to allow both these. There will be some questions about how to accommodate the existing requests, (to ~/cimis) since the system is not specified (eg. ~/goes15/cimis)

The dev system has been set up with these two entry points. The system has three entry points via the HTML system, /cimis15, /cimis17, and /cimis. Both /cimis15 and /cimis17 contain links to all the data, in the same organization. They also contain their respective wms.cgi programs, which both use the old methodology, but access the different datasets. The /cimis15 data still maintains zipcode access.
