g.cimis should we import the nighttime data? #67

I don't see the use of importing the night-time data into the system. We can use the same method as the solar_functions, and adjust the rules based on the time of day.

Because we are creating a solar dataset, specifically for net radiation, there is no reason for nightime data, and we will removethe import step from the processing. This will make the days smaller, but not much so, since they are not acted on anyways.
