I modified to include the production server for readiness once testing has been finalized.
Looks like package perl-Geo-Proj4 was installed in 2017 on the development processor. So the official source is either no longer available or someone (Quinn?) obtained the package from another source or compiled the package himself.

On testing AND production install these packages. Grass should be at version 7.4 (not grass 7.6).
Please ask Mike Clark which repo he uses to install package perl-Geo-Proj4
