Dev storage not clearing after deleting files #87

Theorizing that filesystem snapshots with a 7 day rotation are the reason space from deleted files are no immediately available. Requesting rotations be reduced to 1 day for dev and test.

More storage is now available without having to request expanding the volume. However deleting files does not make more storage available.

We still don't have an answer to the following questions for DEV:

Are snapshots involved in a delay in releasing storage?
If not what is causing storage not to be released after removing files?

DWR IT verifies it is a snapshot issue. They provide additional storage when necessary.
