Set up the heart rate monitor currently in the lab.

The heart rate monitor currently in the lab (varioport biosignal recorder) is outdated and the software/drivers will need to be rewritten for use. We will be purchasing a new heart rate monitor instead of using this one. This issue will now be closed.
