We don't want headrail to be too big to fit into the box with the cubicles. This ends up around 2200 for contemporary. This ends up about 2 cubicles worth most of the time. The library only has 2 headrails when over 4 or 5 cubicles.
Need to change it to be ever 2 cubicles it gets a new headrail
