Build a basic website, then link it to the README and GitHub pages

@RaymondBalise, can you send me the author names, title, year, and anticipated journal for the "high-stakes" harmonization paper? I need to include the citation template in the README.

I think it's good for a first draft. I'll leave the issue open until everyone is ok (not happy--let's be realistic, just ok) with what's on the website.
