Fixes a bug where F2H address width is defined as 40 in CHERI_BGAS_Top but 38 in CHERI_BGAS_Top_Sim
Adds a .gitignore to avoid checking generated files into Git, bumps the vipbundle and cheri-bgas-fuse-devfs submodules which have also had these added
Bumps Toooba (dependent on https://github.com/CTSRD-CHERI/Toooba/pull/28) to fix a bug with RVFI in makefiles
