Create LICENSE #26

Adds a LICENSE file with the BSD2 license.

~There seem to be a mixture of licenses: BERI license and BSD-2. I've specified both in the LICENSE file. We may want to make the Makefile a BSD2 license as well?~

We've changed the Makefile over to match everything else, so hopefully this can be simplified. Sorry to create extra changes!

No problem, thanks for changing the license in the Makefile. I've updated this PR just to have the BSD2 license.
