databases/sqlite3: build an aarch64c package #12

ports-mgmt/pkg already includes patches from https://github.com/CTSRD-CHERI/sqlite . We should add these patches to databases/sqlite3 as well and build an aarch64c package.

A package for the 20220828 CheriBSD ABI version is published now.
