Temporary fixes to use HybridABI tool versions where the CheriABI versions do not yet exist.

Perhaps the use of AUTORECONF_LOCALBASE set to LOCALBASE64 is preferable. Also thinking about it the Makefile probably needs to conditional use LOCALBASE64 for aarch64c.

We do have autoconf and gettext-tools as well as hidapi for CheriABI now. Can we drop this PR?
