Should teach CROSS_TOOLCHAIN about /usr/local64 #1399

One should be able to use CROSS_TOOLCHAIN=llvm-morello for buildworld/buildkernel but CheriBSD only looks in /usr/local/share/toolchains. As a workaround one can use CROSS_TOOLCHAIN=/usr/local64/share/toolchains/llvm-morello.mk
