I burned with CDBurnerXP, 1x speed, selected DVD high compatibility and finalize disc and it works.

I tried this and it still doesn't work, I think my PS2 laser died.
maybe you can test the laser with a regular game and/or dvd movie?
you can also try to open your ps2 and clean the lens of the laser (with isopropanol if available [else maybe some glass cleaner] and a q-tip)
imo used program to burn the dvd doesnt really matter
In my case, regular games or regular dvd's work well, but I have a disc read error for FreeDVDBoot, it doesn't even recognize it as a movie-dvd. I tried 5 different ways to burn it. The same dvd's on windows are recognized.
I think my laser is not strong enough to read DVD-R disks. Next thing I will try is to copy a regular movie-DVD to a DVD-R and see if thats readable at all.
I found some youtube videos suggesting to measure the adjustable resistor on the laser and adjust it a bit to make the laser stronger so it can read DVD-R's (but not to strong, otherwise the laser will get damaged). Here is an example of such a Video: https://www.youtube.com/watch?v=0tvwdel1XuA
Update: I now tried a self-burned movie DVD-R and it also showed a read error. So my PS2 just can't read any DVD-R disks.

I don't have a regular game or DVD movie, But I did try a Audio CD and that worked perfectly.

if you have some spare dvds you could try again with current iso (or with this version, https://github.com/CTurt/FreeDVDBoot/raw/f5e380970beb5e53c78a1ad9b59af82c1c1ac524/PREBUILT%20ISOs/2.10.iso if your ps2 has dvd player version 2.10. This one worked for me [my ps2 is also SCHP-30004 R PAL])
Alright, After putting in lots of CDs and DVDs to get my Drive back up and running, It works! It boots into LaunchElf and lets me use my USB flash drive.

Hi! Managed to boot the FreeDVDBoot.
on a DVD-R
I used ImgBurn to burn the ISO to my DVD-R and on my PS2 it says "Disc Read Error", I used the "Some 2.10 models and all 2.12" iso.
