Thumbs down icon needs tool tip

The thumbs down icon should have a tool tip on it before the user zooms in. It only pops up once the user zooms in once.

Under Windows 7, connected to the HydroClient (at http://qa-hiswebclient.azurewebsites.net ) with the following browsers:

In each browser, upon 'mouse over' of the 'thumbs down' icon on the initial map display, the tool tip appeared as expected.
