Exclude NCDC Service from Search Results #17

Downloading data from NCDC service fails 90% of the time (no data, server timeout or internal server error). I suggest excluding the NCDC series from the GetSeriesCatalogForBox search results until these issues are fixed.

(need to replace NCDC by a much more reliable web service!)

The NCDC service should be made private at HIS Central until we sort out issues with its catalog.
