Import dialogue #113

When user clicks on IMPORT button in time series window, system asks for file location.

Add a dialogue box: quotThis function requires a particular data structure. Continue to select a file, or read about the data structure requirements?quot 3 buttons:

1 Select file for import 2 Read about data structure 3 Cancel

Or something similar....

Some discussion required in order to determine best way to incorporate a dialogue box into importing time series data. Leaving marked as proposed.
