display european metadata acknowledgement on project opening form #128

In order to include the European River Catchment shapefile, we need to 'acknowledge the source' (see http://www.eea.europa.eu/legal/copyright for more info). I'm not sure but I think all we have to do is say that it came from the European Environment Agency.

We should also have some form of acknowledgment for the Dominican Republic data.

For Dominican Republic, the name of the organization to acknowledge is INDRHI (Instituto Nacional de Recursos Hidraulicos)
