Need a better organization of plugins in source control #140

Maybe a master quotpluginsquot folder with sub folders by developer (BYU, UT, CUAHSI, USU, USC, etc?) or just alphabetical? or what?

i suggest to use the same structure as in dotspatial: all projects are in one folder, but each folder has self-described name like Hydrodesktop,Plugins.Search3, Hydrodesktop,Plugins.ShaleDataNetwork, i.e. all official plugins in this repo should be in namespace Hydrodesktop,Plugins.*
