Error occurs when downloading files from the EPA Storet #146

After searching for quotconductivityquot, I sometimes get an error while trying to download the files from the EPA Storet. With some areas, it downloads the first time, then has an error all subsequent times afterwards

Storet doesn't even return any search results at the moment... that needs to be fixed on the catalog/server before we can test this further.
