update to cross section tool #164

The cross section tool (by gwerner) needs to be updated as follows:

Use the same graph tool as the HD graph plugin Use the same modality/ownership so it stays in front of HD but not in front of other stuff - like the feature identifer Add ability to double click to close Change to click click click to draw multiple segments

I have finished updating the plugin. I have tried cloning the HydroDesktop source but I am getting an http error: 502 bad gateway. The hd codeplex source section has been a little iffy today, so I suspect it is just a temporary problem. I will try again before we meet on Tuesday.

Also this plugin needs to be committed to the HD Plugins source code

And it should be posted in the CUAHSI MyGet plugin feed so it can be found through the extension form.

The graph should be in it's own form. Reused for each cross section you make.
