Updates to measuring tool #165

Measuring tool needs some updating to include more features like in MapWindow 4 and ArcMap 10.

Look for other opportunities to make it a little cleaner.

To clarify for the area tool, the button looks like it finds a circular area on the map, but when actually clicked, it makes an area based on line segments that you click to complete. Additional options could be added to the area tool, such as the area in a circular region, the area of a rectangular region, a polygon, etc.

Agreed. The Units dropdown menu could be listed next to the distance measurement, and also there could be some improvements on the area tool. I'm not seeing the measuring tool in vs. 1.7.0. Is this a plugin for HydroDesktop
