HydroServer Website: Image on front page does not display #33

The image on the front page of a hydroserver website sometimes does not show up. The example is: on http://drought.usu.edu/hydroserverwebsite (note no trailing slash) the image does not display, however if the URL is http://drought.usu.edu/hydroserverwebsite/ (note with trailing slash) the image displays properly.
