In the gem hosting site:

required version is specified as "~> 1.8.0".

This means >= 1.8.0, < 1.9 ....

This must be fixed to ">= 1.8.0" or ">= 1.9.0" as specified in gemspec file.

cubrid-ruby-10.1.0 do not support ruby 1.9+ as specified, so '~> 1.8.0' is correct
If you want a cubrid driver that runs on ruby 1.9 or higher, refer to cubrid-ruby-10.2.0 (https://rubygems.org/gems/cubrid/versions/10.2.0)
