Spaces are important and few enough that they shouldn't have a way to create or delete them via UI. All users need to do is edit the space config. Eventually, the default space config will live in files once a configuration via file abstraction is created.

[x] Remove "/admin/spaces/create"
[x] Remove "/admin/spaces/[space]/delete"
[x] Make sure spaces can still be created via API route and seeding
