The dashboard only lists the email and role of the logged-in user. That information is better hosted at /profile or something. For starters, the links in the header can be places on the dashboard route just like the split column Drupal menu layout is currently.
Acceptance Criteria
[ ] Place "content" links in one menu
[ ] Place "admin" links in another menu
[ ] Add tests for the dashboard showing correct links based on your account
