Add Accessibility Information to Code

Acceptance Criteria

[ ] Use next/head to add the title attribute to all pages
[ ] Add <Html lang="en"> to pages/_document.js
[ ] Add ARIA roles, role="navigation", as well as HTML 5 sections to the code - https://dequeuniversity.com/rules/axe/4.3/region?application=AxeChrome
[ ] Deal with color contrast issues - The scanner got tripped up on background/gradients so will have to look more into confirming that the
[ ] Check for these in essential-cu too
[ ] Add to Cypress testing - https://www.deque.com/blog/how-to-test-for-accessibility-with-cypress/

Next Issue

We should test https://giving-frontend.herokuapp.com/fund/bridge-forward-scholarship and make sure that the Cypress tests include an accessibility check by default.
