I'm not sure how useful it is to compile Census data at the block group or tract level given that the precinct boundaries are very different: http://www.maps.ccgisc.org/public/Default.aspx# Ascribing characteristics from tracts to individual voters is the textbook definition of ecological fallacy.
I'm not absorbing the data well enough to agree or disagree with your conclusion, but I do get your point.
What we can do is assign each voter to a tract and a block group. Then we can calculate the percentage of the total population voting in each tract and block group, and the percentage of the voting age citizenry voting in each tract.
