Looks like the document has been created and there's no outstanding work in this ticket. Suggesting to close and putting individual items coming out of it into separate issues or the backlog.

Agree there is way too much in that document to track easily on GitHub. We haven't finished this work but we need to add this to the backlog and add specific tasks in GitHub as and when design work is ready.
