When we tested the staging server site today with users we found that the link to Addendum PDF from modal on staging server opens in same tab.

Just highlighting this as it's a bug that shouldn't be propagated to the live server.

tested on staging server, PDF is opened on a new tab. When pushing to production server, we need to check it again.

Works fine on production.
