Investigate integration with PubMed Central #293

This will be a piece of investigation work to see if we can pull details of Gold Open Access deposits to PubMed Central into Avocet to create records, so that users don't have to upload via Avocet.

John mentioned that UK charities like Wellcome and British Heart Foundation are discussing setting up a single fund for biomed research. This would mean that deposit in PubMed Central of an OA final version is mandatory for biomed researchers funded by UK charities.
