Improve home page design

It should be easier for academics to understand that we provide an advice service (i.e. not just self-deposit) and what will happen to their manuscript.

The paper concept of the home page can be found here:

This is mostly just the information redesign, but it doesn't contain the visual design (e.g. for diagrams...), and the content changes (this will be done separately as part of the design work). Mind that the navigation redesign is treated in a separate issue (#306).
