Terms and conditions: inconsistent visuals #401

In theory we don't need both, but the title needs to be absolutely clear to indicate that the terms are for the Cambridge repository. So we'd need to edit the top title to read 'University of Cambridge Institutional Repository Terms of Use'. These are not Avocet terms of use.

The title is probably using the # syntax to indicate heading 1 in Markdown.

We could replace the top title with Legal and leave the rest intact. That will save us from a multiline header at the top and solve this issue. WDYT?
