Migrate financial data into ZenDesk #412

To enable the OA Helpdesk to use ZenDesk for all the financial data entry we need to migrate existing financial data from two different spreadsheets. I've done a mapping of fields from each spreadsheet here:

The latest versions of the spreadsheets can be provided by Philip Boyes.

The financial fields already exist in ZenDesk.

John has proposed that we do some initial investigation and scoping work on this. Raymond has requested access to the spreadsheets from Philip.
