Roadmap for the planned features for the Regularized Gaussian distributions: (Each planned as their own PR)

[x] 1: Add ADMM solver
[x] 2: Add TV as option for RegularizedGaussian, see #575
[ ] 3: Add Conjugacy for TV, see #587
[ ] 4a: Add nonnegativity constrained TV with Gibbs
[ ] 4b: Add Monotonicity constraints
[ ] 4cde...: Any other features(?)

4ab... can be done in parallel.

Optional considerations:

[ ] Possible unification of the penalty terms, see #584
