Write a test that makes sure all combinations of link lengths and scaling vectors are legal

We need a test that creates a hand that has one finger that goes through all possible finger lengths and link scales

There are 3 possible finger lengths and 10 possible scalings for each of as many as 5 phalanges plus the 3 possible palm scales, so this will be approximately 450 hands, which seems reasonable to me.
