Stop Times #18

Follow work upstream on stop times from: https://github.com/opentripplanner/OpenTripPlanner/issues/1680

to help improve (hopefully) the way our times are reported

Also note, the vehicle positions are currently not updating. The GTFS-RT generator is running, but is not correctly updating route prediction info.

As of now, for route C usfbullrunner.com shows: 1119, 1121, 3004, and 1124. Syncromatics shows predictions for 1119, 1121, and 3004 (currently).

Mobullity only shows 1982 and 2102 (stuck in one place) - the same as what the GTFS-RT feed says.
