[FEATURE] RTSP stream decoding support #169

Is your feature request related to a problem? Please describe. Need to add support to parse a video stream that is provided using the RTSP protocol.

Describe the solution you'd like A solution similar to OpenCV like this:


  vcap = cv.VideoCapture("rtsp://192.168.1.2:8080/out.h264")

  while(1):

      ret, frame = vcap.read()
      cv.imshow('VIDEO', frame)
      cv.waitKey(1)

Describe alternatives you've considered OpenCV is the alternative
