Create public repo to track questions/issues #8

To solicit and answer questions, comments, concerns, problems, create a public repository. Consider using GitHub issues or discussions. The discussion and resolution remain public to premptively answer future quesitons. Also serves as input to changes to official CVE Program documentation, rules, guidance.
