Add "Comments" hover text

We want the ability to display the associated text from the "Comments" field when hovering over the questions "Source" hyperlink in the binary & range tables.

@CWWhitney The field name needs to be standardized across the "Range_questions" and "Binary_questions" sheets in the Google Sheets workbook.

On the "Range_questions" sheet, the field is called "Comments", while on the "Binary_questions sheet, the field is called "Comment" (not plural). Please choose one or the other and update the Google Sheets workbook.
