Clarify language around development status

The docs should:
[ ] have clearer language around the status and (lack of) API stability of C-Star
[ ] have a page dedicated to the development roadmap (even if vague or empty right now)
[ ] have a table of which machines we have tried running C-Star on
[ ] have a clearer disclaimer about the docs assuming you have an account on Perlmutter
[ ] have a whats' new / release notes page for future commits to add to
[ ] make sure the development status is clearly pointed to from the github readme and the docs homepage
