Add topography #4

Towards step (2) of issue #1.

Currently a work-in-progress, so the tests will fail right now.

I want to avoid packaging the etopo5.nc bathymetry file as part of this repository, so instead I propose we use a package called pooch to automatically "fetch" and download this file from somewhere else on the internet (which could just be a second separate, dedicated repository for storing files) only as and when the file is needed.

etopo5.nc now lives in the new repository roms-tools-data
